The Audit Commission’s ‘CPA – the harder test’ framework includes an annual ‘Use of Resources’ assessment that indicates how well the Council manages and uses it’s financial resources to ensure that they are available to deliver the Council’s priorities.
There are five themes to Use of Resources on which the Council is assessed: financial reporting, financial management, financial standing, internal control and value for money.
The Council’s external auditor is responsible for assessing the Council’s Use of Resources. Their assessment is subsequently passed through the Audit Commission’s quality assurance process before the final scoring is confirmed. The Audit Commission then publishes the results.

The Council is awarded a score for each of the five themes according to the following:
4 = well above minimum requirements – performing strongly
3 = consistently above minimum requirements – performing well
2 = at only minimum requirements – adequate performance
1 = below minimum requirements – inadequate performance
The Council’s overall Use of Resources score is based on the following rules:

| Two or more themes with a score of 4, none less than score of 3 | 4 |
| Three or more themes with a score of 3 or more, none with less than score of 2 | 3 |
| Three or more themes with a score of 2 or more | 2 |
| Any other combination | 1 |
