Street Scene

About the Team

The Street Scene Manager, Gordon Morris, currently has 3 Street Scene Wardens (Christine Thomas, Laura Green & Alan Biddle) and the Animal Welfare Officer  (Paul Hine) reporting to him. Between them they cover the Malvern Hills District 7 days a week.

The team are accredited to the West Mercia Constabulary Community Safety Scheme. This gives them the power to issue Fixed Penalty Notices

These could be a £75 on the spot fine for:

  • dropping litter (including cigeratte ends and chewing gum)
  • allowing dogs to foul in public places

Or a successful prosecution for fly-tipping could result in a fine up to £50,000.

Our aim is to build a safer, cleaner community, the Wardens will become a vital uniformed presence, helping to promote a cleaner environment by regular patrols around the district. They will also help to develop a greater feeling of confidence and sense of community among residents by promoting community groups and facilities.

Core Tasks

The following core tasks have been identified, some of which will require the appropriate powers under the Police Reform Act 2002.  

  • Control of litter
  • Control of dog owners permitting their animals to foul in designated public open space.
  • Investigation of 'fly tipping' incidents.
  • Removal of graffiti.
  • Removal of fly-posters
  • Inspection of public conveniencies for cleanliness and evidence of drug abuse
  • Arranging Removal of illegally parked or abandoned vehicles.
  • Liaise with council departments, the police, CCTV control centre and other agencies as appropriate.
  • Enforcement of Alcohol Free Zones.
  • Possession of alcohol by persons under 18.
  • Initial response to complaints of anti-social behaviour.
  • Arranging appropriate repairs/replacement of street furniture.
  • 'Off street' parking control.
  • Provide a highly visible presence to provide public reassurance as well as to deter crime, disorderly, and anti-social behaviour.
  • Liaise with property owners to facilitate a culture of 'good housekeeping' in order to reduce the triggers for environmental decline.
