Concessionary Travel Scheme

The Council has a Concessionary Travel Scheme, under which disabled, elderly residents and some companions are entitled to Passes.

The Concessionary Travel Pass

• The Pass is free of charge
• It allows the holder to travel for free on local registered bus services anywhere in England.
• It can be used on all single and return journeys at any time starting in Worcestershire and off peak only (0930 to 2300 Monday to Friday and all day weekends and bank holidays) on journeys starting outside Worcestershire.
• It can be used to travel for half adult fare on Community Transport Schemes which operate in the Malvern Hills district.

Who is entitled to a Bus Pass?

You are entitled to a Bus Pass if you are normally resident in the Malvern Hills District and meet one (or more) of the following requirements:

• You are aged 60 or over;
• You are blind or partially sighted. (Proof of registration with Social Services or medical evidence will be required to support the application.)
• You are profoundly or severely deaf. (Proof of registration with Social Services or medical evidence will be required to support the application.)
• You are without speech. (Medical evidence will be required to support the application.)
• You have a disability or injury which seriously impairs the ability to walk (Proof of receipt of Higher Rate Mobility Component of Disability Living Allowance or War Pensioners Mobility Supplement or medical evidence will be required to support the application)
• You do not have the use of both arms. (This includes the absence of both arms and deformities. Medical evidence will be required to support the application.)
• You have a learning disability. (Proof of registration with Social Services or medical evidence will be required to support the application.)
• You have had your driving licence refused or revoked (or it would be refused if you applied) on medical or physical fitness grounds. Where you have had a licence refused or revoked, the letter of refusal/revocation or other proof will be required.)

How to apply

1. You will need to complete an application form  (180.44 KB). (A friend or relative can fill it in for you if necessary)
2. A photograph will need to be provided by all applicants or these can be taken by our Customer Service Advisors.  (If you are providing your own photograph, please ensure it is of passport size and quality.)

Please note: from the 1st of April 2008, concessionary travel applications will continue to be accepted by our offices, but applications will take several days to process.

Bus Pass Conditions of Use

1. The pass is the property of the Council and must be shown to the driver on each occasion the concession is used or as otherwise required.
2. Full fare is payable if the pass is not shown
3. The permit must be surrendered to the Council if no longer required or if the holder ceases to be eligible
4. It is an offence for anyone other than the authorised holder to use the permit.

Other Information

If travelling by train, a Senior Citizens Railcard is available for people over 60 years of age giving discounts on a wide range of fares. Other Railcards are available for disabled person, students and families. Please check at local stations or online at www.nationalrail.co.uk for further details.

National Express apply a fare reduction for Over 60's for their coach travel.

Children under the age of 5 travel free by bus and train (3 years on a coach) when accompanied by an adult. Generally all other children travel at a reduced rate.  Please check with the operator.

2008 Concessionary Travel Scheme

When the new England-wide scheme starts on 1st April 2008 some pass holders and new applicants will be issued with a Temporary Pass. This is due to difficulties the Government's preferred card supplier has experianced in supplying enouigh cards nationally. This will not effect a current pass holder's or new applicant's ability to travel but they will be issued a (or can continue to use their) current MHDC pass together with a temporary pass. The Temporary pass MUST be used together with the current MHDC pass on journeys starting outside of the county of Worcestershire, otherwise the journey will have to be paid for.

Current pass holders who do not receive their new National Pass by 1st April, will be issued with a Temporary Pass by Customer Services if they require one.
