Malvern Hills District Project Plan (Local Development
Scheme)
The project plan or the Local
Development Scheme (LDS) as it is technically known sets
out the timetable for the documents that Malvern Hills District
Council will be producing as part of its Local Development
Framework (LDF). It provides a starting point for you to see
what documentation will be produced and at what stage you can
become involved in the process.
The Project Plan is a three/four year rolling project
management plan for the production of the LDF and key supporting
documents.
The Project Plan principally has six main purposes setting
out:
- the documents to be prepared and their subject matter;
- which documents will receive statutory and non-statutory
status;
- which sections of the Local Plan these documents replace;
- whether some documents require a joint basis with other
authorities for production;
- the planned timetable for document production;
- the 'saved' policies (local and strategic).
Project Plan 2010 to 2013
The Local Development Scheme was approved by Malvern Hills
District Council on 7th December 2010. This has been
prepared in conjunction with Malvern Hills and Wychavon District
Councils as the majority of the documents are South Worcestershire
based.
In accordance with Regulation 10(2) of the Town and Country
Planning (Development) (England) Regulations 2004, Malvern
Hills District Council intends to bring the LDS into
effect on 11th February 2011 assuming that, as with the Worcester
City and Wychavon District LDS, there is no intervention from the
Government Office for the West Midlands.
MALVERN HILLS DISTRICT LOCAL DEVELOPMENT SCHEME 2010 -
2013
This Local Development Scheme outlines the work programme of
Malvern Hills District Council in terms of the land use and
spatial planning documents it intends to produce in the period
January 2010 to December 2013
It sets out what revised legislation has been
implemented and what implications this has for the production of
Development Plan Documents in the area.
It explains that Malvern Hills District
Council is working jointly on the two main Development Plan
Documents that will guide development in the area up to 2030, so
that comprehensive planning guidance can be considered for South
Worcestershire as a whole. The partner authorities are the adjacent
Districts of Worcester City Council and Wychavon District
Council.
The two main documents to be produced are the
Core Strategy and the Site Allocations and Policies Development
Plan documents. The two documents together are called the South
Worcestershire Development Plan. The timetable (as shown
below) illustrates the key consultation and published stages, of
the plan, the proposed dates of a public examination (hearing),
leading to final adoption in May 2013.
This report also outlines background evidence
documents and previous consultation stages that have been carried
out to date.
The report outlines the staff resources and
project management in place to meet the needs of the work
programme.
